AML Screening for Real Estate in the UAE

High-value property deals attract complex ownership structures. Brokers and developers need to know who is really behind each buyer and seller.

How it works

  1. 1

    Scope the property deal

Record the property, parties, proposed payment arrangements and your role; establish the applicable UAE DNFBP obligations for the activity.

  2. 2

    Identify buyers and owners

Verify clients and representatives, trace corporate ownership to beneficial owners and document authority to act before acceptance.

  3. 3

    Screen the deal parties

Screen buyers, sellers, identified beneficial owners and relevant representatives for sanctions, PEP and adverse media risk.

  4. 4

    Review funding and alerts

Investigate matches alongside source-of-funds evidence, third-party payments and cash or other higher-risk payment arrangements; document approval or escalation.

  5. 5

    Recheck and retain evidence

Refresh checks when parties or ownership change and before completion as appropriate; retain the deal file and assess required goAML reporting.

Key features

Opaque property ownership

Screen identified owners behind corporate buyers and sellers; use ownership documents to resolve gaps that a company-name search cannot explain.

High-value and cash purchases

Screening adds party-risk context to substantial purchases. It does not establish whether funds are legitimate or replace payment and source-of-funds checks.

Third-party deposits

Identify and screen relevant payers where someone other than the buyer funds a reservation or balance, and investigate the relationship and economic rationale.

PEPs buying investment property

Review PEP roles and connections to support risk-based enhanced due diligence rather than treating public office as evidence of wrongdoing.

Off-plan party changes

Rescreen relevant parties when an assignment, nominee arrangement or ownership change introduces new people before completion.

Adverse information on deal parties

Review relevant fraud, corruption or financial-crime reporting in context and retain the rationale with the property transaction for DNFBP oversight.

A typical real estate workflow

  • Screen buyers, sellers and their beneficial owners at reservation
  • Run PEP and adverse media checks on high-value or cross-border deals
  • Keep a record of each check with the transaction file

Frequently asked questions

Does every property developer have the same DNFBP duties as a broker?

Do not assume identical treatment based on the business label. Determine the activities performed, licensing and applicable supervisory requirements; real estate brokerage and agency activity can bring UAE DNFBP obligations.

What if a buyer's relative pays the deposit?

Establish who is paying, why and on whose behalf, then apply relevant identification, screening and funding enquiries. A family relationship does not by itself explain the source of funds or remove the need for review.

Does a property screening alert automatically require a goAML report?

No. Assess the facts under applicable reporting rules. Required suspicious activity reporting and any prescribed real-estate reporting have their own criteria; retain the reasoning and do not treat a cleared screening result as removing other reporting duties.

When should an off-plan assignment trigger fresh checks?

Review the file when the buyer, beneficial owner, representative or payer changes. Screen newly relevant parties and reassess funding and commercial purpose before proceeding under your acceptance policy.
