DIFC AML requirements and DFSA supervision

The UAE federal AML/CFT framework applies in the DIFC alongside the Dubai Financial Services Authority's applicable rules. The DFSA AML, Counter-Terrorist Financing and Sanctions Module sets requirements for Relevant Persons within its scope. Being incorporated in the DIFC alone does not mean every company has the same regulatory obligations.

  • Confirm whether your entity and activities fall within the DFSA AML module's scope.
  • Map the federal framework and applicable DFSA rules to your policies and business-wide risk assessment.
  • Keep responsibility for governance, training and compliance decisions with your firm and its designated officers.

Customer due diligence for international relationships

DIFC firms may serve clients with cross-border ownership, investment structures and multiple authorised representatives. Build screening into a documented due-diligence process rather than treating a clear search as approval to onboard.

  • Collect and verify customer identity and company information using appropriate sources.
  • Identify beneficial owners and relevant controllers before screening the parties required by your policy.
  • Investigate PEP, adverse media and geographical risk indicators and apply enhanced due diligence where required.
  • Record the relationship's purpose, risk assessment and approval rationale.

Sanctions screening and ongoing review

Plan checks against the UN Consolidated List and UAE Local Terrorist List, together with other lists relevant to your obligations and risk policy. Review potential matches against identifiers and original sources; a matching name alone is not a final finding.

  • Screen relevant customers, beneficial owners and counterparties during onboarding.
  • Define rescreening triggers when risk data or customer information changes.
  • Document cleared and escalated alerts, reviewer ownership and follow-up.
  • Use your approved sanctions procedures for escalation and any required action or reporting.

Choose screening and workflow tools separately

WorldCompliance Online suits individual browser searches and investigations. Bridger Insight XG supports higher-volume batch/API screening and repeatable alert review. ComplianceSuite brings onboarding, screening, case management and transaction monitoring into a broader workflow. Ongoing screening checks who you deal with; transaction monitoring examines patterns in how money moves. Scope both separately where relevant.

Records, MLRO escalation and goAML

Keep screening evidence, due-diligence records and decision reasons accessible to authorised reviewers and apply the retention requirements relevant to your firm. Escalate suspicious activity to the responsible MLRO under your procedures. Reports to the UAE FIU are filed through goAML; any separate DFSA notifications must be assessed under the applicable rules. Our software is not the goAML portal.

Implementation with our UAE team

Our Dubai team scopes customer volumes, source coverage, data intake and review responsibilities with you. Test representative names and ownership structures, agree matching settings, train reviewers and review integration and hosting requirements before rollout. Product selection does not establish regulatory compliance or DFSA approval.

General guidance, not legal advice

This page follows our DIFC, ADGM and mainland comparison guide. Confirm the current rulebook, scope and entity-specific requirements with the DFSA or your qualified adviser. Software supports your controls; it does not replace policies, legal advice or your firm's responsibility for decisions.

Frequently asked questions

Who supervises AML compliance in the DIFC?

The DFSA administers its AML framework for Relevant Persons within the scope of its AML module. Check your entity type, registration and activities; not every DIFC-incorporated business has identical obligations.

Does UAE federal AML law apply to DIFC firms?

Yes. The federal AML/CFT framework applies in the financial free zones, alongside the applicable DFSA rules and guidance.

Are these tools DFSA-approved compliance software?

We do not claim DFSA approval or certification. The tools support screening and workflow controls; your firm must assess suitability and implement the requirements that apply to it.

Which product suits a smaller DIFC compliance team?

WorldCompliance Online can suit manual, on-demand searches. Consider Bridger Insight XG for batch or API screening and ComplianceSuite for wider workflows. Compare them against your volumes and control requirements in a demo.

Can a group use screening across DIFC and mainland entities?

A shared approach can support a group, but scope entity separation, access controls and decision records during implementation. Each entity must meet its own applicable obligations and supervisory requirements.
